Shweta S. Ghodadra, President, CEO
Shweta Ghodadra serves as President and CEO of Neil Engineering Inc. In this role, she is responsible for overseeing financial management, which encompasses budgeting and revenue forecasting, as well as managing operations, contracts, and business development initiatives.
Her educational background includes a Bachelor of Law from the University of Gujarat, India, obtained in 1976, and a Bachelor of Arts from the same university in 1975. Additionally, she pursued post-graduate studies in Computer Science in 1978, Accounting and Finance in 1979, and Business Management at DeKalb Technical College in 1982.
SHAILESH M. GHODADRA, P.E., PRINCIPAL
Shailesh serves as the Executive Vice President and Managing Principal, where he offers technical expertise and leadership. In his role as team leader, he ensures that each project is executed successfully and adheres to contract specifications. With over 35 years of engineering experience, he is recognized as a leader in water resources, education, transportation, and aviation. His proficiency includes managing and designing complex commercial projects funded by government sources. He has developed water distribution systems, fire water mains, regulated and sustainable stormwater systems, sanitary sewer collection systems (encompassing services, mains, force mains, and lift stations), as well as all facets of roadway construction.
Shailesh holds a Master’s degree in Civil Engineering from Tuskegee University, which he obtained in 1972, and a Bachelor’s degree in Civil Engineering from the University of India, earned in 1969.
Michael Norman, P.E., Vice President
Michael Norman holds the position of Vice President and Senior Mechanical Engineer, as well as Project Manager, bringing over 20 years of professional experience to his role. His areas of specialization encompass the design, engineering, and construction of a diverse range of facilities, including educational, commercial, retail, industrial, campus, recreational, residential, and hospitality projects. He has served as the mechanical engineer for the Central Passenger Terminal Complex Modernization Airside Project at Hartsfield-Jackson Atlanta Airport (HJAIA).
Michael earned his Bachelor of Science in Mechanical Engineering from Clark Atlanta University in 2000.
Sam Carroll, MPM, Vice President
Sam Carroll is the Vice President and Senior Project Manager at Neil Engineering, responsible for site development, including grading, paving, drainage, and landscaping. He manages site safety, contractor supervision, labor coordination, quality control, and oversees renovations for residential and commercial properties. He also leads security experts in installing U.S. government equipment at the U.S. Embassy in Kuala Lumpur.
He holds a Master's degree in Project Management (2011) and a Bachelor's degree in Construction Management (2008) from Ashford University. Carroll is a Certified Master Project Manager (MPM) through the American Academy of Project Management (2014) and has a Project Management certification from Villanova University (2011) and a Certificate in Technical Security Training from the U.S. Department of State (2001).
Sylvester M. Gould, JD, Vice President, Business Development
Sylvester M. Gould holds the position of Vice-President of Business Development at Neil Engineering Inc., overseeing operations in Ohio and Kentucky.
With extensive experience in development, he has successfully managed projects across Ohio, Georgia, Maryland, and Virginia. Mr. Gould's background encompasses land use and master planning, construction, and program management, amassing over 40 years in the field. He possesses a strong proficiency in navigating both public government and private sector funding. His expertise spans the entire project lifecycle, from pre-development stages to the issuance of Certificates of Occupancy. Previously, he has served as President of Gould Development Co., LLC, President of Consulting Services Logistics of Georgia, Principal/Owner of Consulting Services Logistics of Ohio, and President of Synergy Construction Systems, Inc. in Ohio.
In the early stages of his career, Mr. Gould was the Director of Human Resources at the Medical College of Ohio and also served as an Assistant Professor in the School of Allied Health. He later took on the role of negotiator for the State of Ohio’s Office of Collective Bargaining Team, where he played a key role in establishing the first agreement with the State's 50,000 public sector employees. Following his three years at OCB, he represented 11 public school districts and Jefferson Technical College in Eastern Ohio as a union executive for the Ohio Educational Association.
Mr. Gould earned his Doctor of Jurisprudence from the University of Toledo Law School in 1976 and holds a Bachelor of Arts in Philosophy from Loyola University of Chicago, obtained in 1973. He also received a certificate from the Rome Center of Liberal Arts in Rome, Italy, in 1971.
